About Wil

Wil is the son of Bill Sablan Castro, a retired Customs & Quarantine Officer,and Jesusa Evangelista Mendiola, a homemaker. He is one of five children, Jireena Blas, Bobbie Blas Blevins, Leroy Blas, and Agnes Blas.

He is the father of four children, Ashley, Cameren, Liam, and Mariana Jesusa. He is engaged to Debra T. Cabrera, Ph.D.

Debra’s parents are difuntu Felix Blas Cabrera (familian Potu), the former Commissioner of Public Safety (CNMI), and Agnes Tudela Cabrera.

He is a Member of the Young Men’s League of Guam, Knights of Columbus, and is active in the Barrigada neighborhood watch program.​

A Love for Education


He is a proud graduate of the University of Guam. He attained doctoral candidacy status at Columbia University and holds a Master’s Degree from Harvard University with additional graduate credits from the Massachusetts Institute of Technology. He received training in Formative and Summative Assessment, Accreditation and Program Review, and Grantsmanship.
